The N264 and N364 definitions are exactly the same (except for N264 and N364
naming inside). All definitions include all programs, all combinations, all
non-redundant midi controllers and the valid RPNs.

About KORG N364.ins and KORG N264.ins:

'General patch names' means that all programs in bank A & B and all
combinations in bank A & B, are named A00 to A99 and B00 to B99 only. This way
you can use any PCG you like and still have valid patch names in Cakewalk.
